How do multiple Project Wotan tokens stack with an ICE's subroutines such as Ichi 2.0?

Wotan's extra subroutines come after all of the ICE's other subroutines, once in sequence. They are not added after each subroutine, so the Runner resolves Ichi's base subroutines first, then the Wotan ones.
