Can the Runner respond to Scorched Earth or a tag by using a Personal Workshop paid ability?
Not in response to a Corp action like playing Scorched Earth, because each action resolves fully before anyone may use paid abilities. The Runner can use Personal Workshop in the paid-ability window right after the Corp action finishes, which also applies after a tag-giving ability such as Data Raven's.
