Can the Runner move a Femme Fatale out of Personal Workshop before paying a rezzed Tollbooth's cost?

Probably yes, if the Runner acts when the Tollbooth is rezzed. Rezzing happens during the approach step, which gives timing back to the Runner before encountering, so the Workshop can be used at that point.
