Can I play an event or spend a click while a run is in progress?
The rulebook covers this directly (1. Action Phase).

No. A run is part of a single action, and a player can't take another action until the current one fully resolves, so click abilities and events can't be used mid-run. Paid abilities that cost no click (like breaking and boosting, or installing with Personal Workshop) are fine.
