If Kitsune makes the Runner access a chosen HQ card, does HQ Interface add a second access, and can the Runner refuse it?
Yes. HQ Interface still adds a random extra card on top of the card Kitsune forces the Runner to access, and the Runner must access it; HQ Interface's cards only care that a card is being accessed from HQ, not how the first one was chosen. This comes from a designer email quoted by a poster, so treat it as relayed rather than a direct post.
