Does an icebreaker need at least the ICE's strength to break its subroutines?

Yes. An icebreaker can only interact with ICE of equal or lower strength than its own. On top of that, its break ability must either name one of the ICE's subtypes or not restrict itself to a subtype at all; strength alone, or subtype alone, is not enough.
