Does Housekeeping flatline the Runner if the grip is empty, or block installing?
No. Housekeeping's trash is a triggered effect after the install, so it never stops an install, and with no card in the grip nothing is trashed and the Runner does not flatline (flatline comes from damage, not this effect).
