Does Chum or Oversight AI trigger on ICE with no subroutines, like an unadvanced Woodcutter?

Per the FAQ, 'all' includes zero, so the Runner counts as having broken all subroutines on such ICE. That means Oversight AI trashes its host and Chum does not deal its damage. Earlier forum reasoning (and a private email) that went the other way was superseded by the July 2013 FAQ, but players in the thread still dispute the logic, so treat this as the FAQ-based reading rather than a settled one.
