Can I take the left World Council space just to become first player?
The publisher said it is allowed and called a forced copy a bug.

Yes — the left space can be taken even when Capital spaces are open. A publisher account confirmed that being forced to copy an action there was an app bug. It uses your whole turn, so repeating it is rarely worthwhile.
