How do the two World Council spaces work, and when can they copy a Capital action?

The right space costs 1 Water and copies a Capital action (Research, Recruit or Construct) only once all that action's regular spaces are full or unavailable. The left space costs more, always makes you first player, and copies an action under the same full-action condition. Collapsed Capital tiles count as unavailable, so a World Council space can still copy that action, but you don't get the bonus on the flipped tile.
