What happens if the general supply runs out of water, resources or workers?
The designer confirmed the second printing made supplies unlimited, and the current rulebook says the same.

Nothing blocks you — water, resources and workers are unlimited, so use a proxy (spare tokens, coins and so on) for whatever has run out. Very early printings treated them as limited and left spots empty; the designer said that was dropped in the second printing, and the current rulebook says to use replacements.
