How does the Path of Progress get its starting Breakthrough: random or chosen?
The designer said to roll both dice, and the rulebook's setup step 14 says it is random.

Random — roll both Breakthrough dice and re-roll any question mark. An early designer answer said the player may choose, but the designer shortly afterwards said just roll both dice, and the final rulebook says it is received at random. The intent is that the player starts with one but cannot steer it to match the starting Superproject.
