Can I look at upcoming buildings in the draw stacks?
The designer explained that checking upcoming tiles is not okay and confirmed the secondary stack can be looked at.

You may not check what is coming in the draw (primary) stacks. The secondary (discard) stack is open information, and the designer has said you can look through it. The rules put the stacks face up so no one has to flip tiles, but the designer says he prefers them face down.
