You can't blink from one World Council space to the other: they count as one action, and you can't blink to any space with the same name. Blinking from a Capital action to the World Council is legal, but the action you just left cannot be copied because the move frees its space. Whoever last lands on the first-player spot puts the banner on the first player space and takes all its benefits and costs.
