Do I have to swap in the Fractures versions of buildings 301-304 when playing the base game?

No, nothing is required. The designer says the new 301-304 are stronger than the originals and are the ones he would swap back and forth, so keep the originals nearby and exchange them when one comes up. The other new Fractures buildings are optional in the base game; the publisher says the replacement buildings and the +3 VP on the final Superproject cause no problems there. If you play the base game and a Fractures-specific tile comes up, set it aside and draw another.
