Is Force Workers a free action, and what does it cost?

Yes — it is a free action usable during your turn, once per Era, not only at Clean up. Pay no water, cover the spot with a Path marker, lower morale by one and move all your workers to the Active column. The old box saying Clean up is the only time is out of date.
