You take one of the three Capital Actions (Research, Recruit, Construct) as if from the topmost, free space, with no water paid; World Council spaces are not Capital Actions, so it can't make you first player. With Alternate Timeline you remove your Quantum Warp tile before the next player places theirs, as part of your own turn.
