After Impact, can an Exosuit I gain later go on a Hex Unavailable tile, and how many can I power up?
The rulebook describes the Hex Unavailable tiles, and the designer confirmed later-phase Exosuits may sit on them.

Yes for Exosuits gained outside Phase 3 (warp, Building 403, Uranium Cores, adventure rewards). The Hex Unavailable tiles only stop you powering up Exosuits there, and cut water income, in Phase 3. After Impact two of the three top-row slots are covered, leaving one.
