Can a Guardian take a Capital action from its own space when the regular spaces aren't full?
A publisher account said there is no full-space requirement.

Yes. A Guardian placed on its dedicated hex can, for 1 Water, take a Capital action regardless of how many spaces are filled; it doesn't work like a World Council space.
