Yes — the Essential Edition rulebook caps Evacuation VP at 30; early printings lack the cap. The last evacuator's -3 token reduces the Evacuation score, to a minimum of 0. Players discussing it assume the cap applies first, so 27 is the most the last evacuator can get; no official ruling says so. If nobody evacuates, nobody takes the -3.
