Can the game end in Era 3 by Saving Earth, and what if the Impact moves past Era 7?

Yes: if enough experiments go to Save Earth the game can end in Era 3 with no Impact, which is intended but uncommon. If the Impact tile is pushed beyond Era 7 and Earth isn't saved, you play the full game with no Collapsing Capital tiles or evacuation, then score normally. Even after Earth is saved you still untangle the continuum.
