Two resource cubes (or one Neutronium) plus 2 Water, as shown on its board; the official FAQ calls the rulebook text wrong on this. The cheaper cost is only an optional harder-difficulty variant. With no Neutronium it spends duplicates first, then goes in reverse priority order. With no Anomaly or too few resources the action fails.
