Who gets a grant if two players qualify when a conflict token is removed?
The player who removed the token gets it, since that was their debunk. If it clears on someone else's turn, the first of the two to take a Publish or Debunk action afterwards gets it, even if the debunk fails (the designer also counts endorsing).
