Can I renovate a wooden house straight to stone in one action?
The publisher said there is no double renovation in one action, and the rulebook describes the steps separately.

No — a Renovation action does one step only (wood to clay, or clay to stone) and you must renovate every room. To go wood to stone you need two separate renovation placements (for example the round 5-7 space and the round 14 space, or a card that skips the clay step such as Conservator).
