What if I have no legal action left to take, for example every open space costs food I lack?
The designer offers this as his own best reading of a case the rules leave unclear, so it is not a firm ruling.

Your family member most likely stays at home unused. You cannot place a person on a space whose action you cannot perform, and you cannot pass while a legal action exists. The rules do not spell this situation out; the designer says that in this case you do not take an action and the person stays home, and when your turn comes again you may use that person if an action has become possible.
