Are the prerequisites at the top left of a minor improvement paid, and must they stay true afterwards?
The rulebook says prerequisites demand you have something, not pay something.

No to both — prerequisites are only checked when you play the card; you must have the required things, not pay them, and later changes do not matter. The cost is the top-right amount.
