If I only have grain, can I convert it to food to pay an occupation's food cost, and then place my person?

Yes, but the food must be paid before you commit: grain can be exchanged for 1 food at any time, and the designer says the exchange happens before the person is placed. If you can't pay, that placement isn't legal, so choose another action.
