Can I take begging cards on purpose instead of converting grain or vegetables, or while holding enough food?

The two official voices differ in detail, and the rulebook text only says you go begging if you lack enough food. The publisher, relaying the designer, says begging cards are not an alternative to paying: you may take them only when you have no other way to feed, and must convert remaining grain and vegetables first. A designer-account reply on the German text says you need not convert goods to food but must pay all the food you actually hold. Neither allows begging while you could pay out of existing food. A few community posts argue voluntary begging is fine; the official positions point the other way.
