What happens when the town tokens run out?
Only 2-exit and 4-exit towns take a town disk, so once the eight disks are gone you can build only one- or three-exit Dedicated Town tiles. A disk comes back when a 2-exit town is upgraded to three exits or a disked town is urbanized. The eight-disk limit holds on every map.
