If I urbanize a town that has someone else's unfinished stub, what happens to the stub, and can I claim the link?
The designer ruled on both the stub removal and the claiming in several threads.

The stub on that tile is removed with it, because a New City connects every hexside to every other, and its owner gets no chance to extend it. The designer also ruled that urbanizing counts as an extension, so if the new city completes an unowned or abandoned link, the urbanizing player can claim it.
