When do I use a Dedicated Town tile and when a town disk on a regular tile?
Players agree and the rulebook's tile reference lists the town tiles with one or three exits.

Dedicated Town tiles have an odd number of exits (one or three), while a disk on a regular or complex tile gives two or four exits. Either way, building into a town costs $1 plus $1 per exit.
