If I put a town disk on a coexisting tile, does it connect both of the tile's tracks?
The rulebook says Towns connect all track that leads into them.

Yes. A Town connects all track on its tile, so the disk covers every link on it; you cannot have half a town and an orphaned stub. Both legs of a coexisting tile act as town exits.
