What does it cost to build into a town, and does the number of exits change a replacement cost?

Placing a tile in a town costs $1 for the town plus $1 per exit, from $2 for a one-exit Dedicated Town tile up to $5 for a complex tile with a disc. Replacing an existing town tile costs a flat $3 regardless of added connections, and it must keep all existing connections.
