Is swapping a tile in a four-track town free?
The designer said a same-topology swap builds no new track and costs nothing.

Yes, as long as every existing stub stays on the same hexside. It does not count as a build, and when entering such a town you may pick any complex tile. Changing a stub's direction would be a redirect, which towns do not allow.
