You can, but expect uneven balance. Steam maps may never have been tested with Age of Steam's auction, limited tile set, 15-share cap, scoring for shares or dice-driven goods growth, and their cities are unnumbered, so you must assign numbers yourself. Treat any such pairing as an experiment.
