How does Atlanta receive goods on the Southern US map, and does it lose its cubes after Turn 4?

On Turns 1 through 4 Atlanta gets one extra cube drawn from the bag each turn, on top of Goods Growth. It does not lose its cubes after Turn 4, and goods can still be routed through it after Sherman burns the city.
