What does replacing or redirecting a tile cost?

Simple to complex crossing is $3 and any replacement of a tile in a town is $3. All other replacements, including swapping one complex tile for another, are $2, and every redirect is $2. Terrain surcharges are not paid again on a replacement, and each replacement uses one of your three tile placements.
