Can I replace a tile in a way that changes the connections of an existing completed link?
The rulebook says replacements must maintain existing track and only unfinished ends can be redirected.

No. A replacement must keep the connections already on the segment. Direction can change only at the end of an uncompleted link, and only for your own or unowned track. A completed link cannot be redirected.
