On Seattle Metro, if a cube is moved onto a grey city, does anyone earn income?
A designer or publisher post answers this directly.

No. A cube delivered to a grey city is worth zero income, so neither you nor the owners of any track it crossed are paid. Delivering is optional: the cube may instead stay on the grey city.
