On Scotland with two players, how much does the second player pay in the bidding?

The map has no official ruling. Read literally, the base text has the first player to drop pay nothing and the last two bidders pay in full, so the second player in a two-player game would pay full. One designer-attributed reading says the first-drop rule comes first, so the dropper pays $0. Many two-player groups use a variant where the second player pays half.
