On Mississippi, when building into a riverside town, may you use any legal tile?

Only a hedged staff reply ("that's my understanding") supports this, with no definitive ruling.

Probably not. A staff reply says the understanding is that you may only use tiles that leave no stubs running into the river, which means lollipop towns, two-exit towns and towns that don't connect to the river. Another player allowed any legal tile because the restriction caused track shortages, but no official ruling followed.
