What must a newly built track tile connect to?

It must extend or redirect an incomplete link you own (or one you are claiming), connect directly to a city, or start a spur from a town that is already linked to a city by your own track. Building solely between two towns, or starting from a town you are not connected to, is not allowed. Gaps you intend to close next round are fine as long as the track traces to a city.
