Can I raise my locomotive twice in one turn?
The rulebook allows an engine advance in place of one move and the Locomotive action as separate steps.

Yes. The Locomotive action raises it one link immediately, and in Move Goods you may give up one of your two moves to raise it once more. Both are capped at 6 links and take effect right away.
