The number after the plus is a bonus allotment that can only be used to move goods over Government links; it pays no income and never reduces your regular engine levels. You may also spend normal engine levels on Government links. Government links never pay income to anyone. Example: with a 3+1 engine you can run 4 Government links for no income, or 1 of your own links plus 3 Government links for 1 income.
