Does the Engineer action allow four tiles on the France map?
Two repliers agree; the base rulebook's four-tile Engineer applies elsewhere.

No. On the France map the Engineer works differently: it lets you build and replace track in Difficult terrain hexes, and repliers say it does not give a fourth tile. On standard maps Engineer allows four tiles.
