Can I place a complex tile in an empty hex, and does the order I place tiles in matter?
The designer said only the end result of the build matters.

Yes, if both its segments are legal extensions for you and the result traces to a city by the end of your build; you cannot lay a crossing alone without its connecting track. The order of placing tiles within one build does not matter, only the end result.
