Do I have to use the action I select, such as First Build, First Move or Locomotive?
The designer said selecting an action does not compel its use.

No. Selecting an action lets you use it and denies it to others, but you can decline its benefit — for example build no track with First Build, or take Locomotive purely to deny it. You still do the First Move or First Build step in its turn slot before the first player, but within it you may build or move nothing.
