If I gain two free spades, can I build on both terraformed hexes?
The rulebook limits you to one Workshop per action; which converted hex gets it rests on community agreement.

No. You get one Workshop per Terraform and Build action, and all terraforming is finished before you build. The rulebook words this as building on 'the first terrain', but forum players agree it can be either converted hex; the order of the spades doesn't matter.
