Can I buy extra spades with tools for a second hex when free spades overflow?
Several experienced players agree, and the rulebook's buy-missing-spades rule points the same way; there is no official ruling.

No. Tools can only top up the first hex you target (to turn it into your native terrain). Spades that spill over onto a second hex cannot be topped up, and a plain Terraform and Build can buy as many spades as the first hex needs.
