How can I start a separate city away from my existing buildings?
Several experienced players agree; there is no official ruling.

By building on a hex that is in reach but not adjacent: Sailing across river hexes, Moles' tunnelling, Palace 9's flight, or Palace 16's free Guild. A bridge does not do this, since it makes the hexes adjacent. The new building starts a separate cluster that can become its own city.
